Our staff
We are a small organization with 3 staff: one full-time, one half-time, and one part-time. Rebecca Serna is the full-time Executive Director, Ali Mangkang is the half-time Outreach Manager, and Neil Walker is the part-time Bike Valet Manager.
Other positions are generously held by volunteers, including Jenna Lee, Starter Bikes Coordinator and Joe Slade, Education Program Coordinator.
This summer, we have two interns, Elizabeth Allen Perkins and Drue Hocker. Elizabeth is our Public Health intern, researching best practices in encouraging cycling and improving the safety of biking. Drue is our Advocacy intern, and will be working with the Advocacy Committee to implement our plan to make the city more bike-friendly.

Rebecca Serna, Executive Director
Rebecca joined ABC as Executive Director in 2007 following the retirement of Dennis Hoffarth. Rebecca got involved in bicycle advocacy through an internship with the Georgia DOT’s Bicycle and Pedestrian program, where she helped write the Bicycle and Pedestrian Safety Action Plan and monitored state projects for compliance with local bike plans.
Rebecca draws on her experience as a Fulbright scholar in Bogotá, Colombia, where she studied participatory planning practices and innovative public transportation projects. She holds a Master’s degree from Georgia State in Urban Policy Studies, specializing in Planning and Nonprofit Management.
Rebecca co-founded Citizens for Progressive Transit, speaks Spanish, and has lived in the West End for ten years. She rides a classic (read: old) touring bike with hot pink handlebar tape to get places and for fun. She and her family (husband and young son) are enjoying the challenges and benefits of being car-free and blogging about the experience.
Ali Mangkang, Outreach Manager
Ali joined ABC as Outreach Manager in June 2009. She is a resident of East Point and has been involved with communications, data management, and special event production for the non-profit sector for several years.
Bicycles in her collection include a Cannondale CAD1 M300, Trek 1500 WSD and a 12-speed Raleigh Pursuit which she used to complete her first metric century in 2008. In the future Ali hopes to add a bike with electric assist to make grocery shopping by bicycle a reality. Her favorite new ride is the Airport loop and favorite in-town road is Peachtree Street.
Neil Walker, Bike Valet Manager
Neil Walker started road cycling in 2003 after a meniscus tear in his left knee. Trained and coached by John Eustice , the first U.S. pro champion, he then moved to Atlanta in 2005 and has worked with Gentry Arnette, founder of the Georgia Cup Race Series and was a Board Member on Team Green, a non-profit that provides educational information , awareness concerning organ donations and transplants. He is currently youth program coordinator for Metro Atlanta Cycling Club.
